I am putting this out publicly because there must be immense, unyielding pressure on political parties and the media to act. This is not a time for silence or mild statements. I demand that political parties take this up with the absolute, highest level of seriousness and urgency. The opposition and civil society cannot afford to sleep on this.
The document is an official operational Standard Operating Procedure (SOP) and a “Roadmap” issued by the State Intelligence Bureau of the Gujarat Police (dated June 1, 2026) for a newly established state-wide Anti-Radicalisation Cell (ARC).
Let’s be entirely clear: under the fraudulent guise of “national security,” the Gujarat government is institutionalizing blatant communal profiling and weaponizing the state machinery to criminalize ordinary religious and cultural identity. This is a direct, vicious assault on the Constitution.
The Most Alarming Aspects of this State SOP :
* Blatant Communal Profiling : The SOP explicitly targets the Muslim community. Under “Step 2 (Detection),” it lists completely standard religious practices and personal choices—like keeping a beard, wearing a niqab, using common Arabic phrases, or performing Itikaf (seclusion in a mosque during Ramadan)—as primary behavioral indicators to identify a “radicalized person.”
* Criminalizing Everyday Choices : The document instructs police officers to track individuals who leave education or jobs citing “Islamic duty,” or anyone expressing sharp dissent regarding global events affecting Muslims. Dissent and personal lifestyle choices are being treated as state crimes.
* Mass State Surveillance : The SOP mandates building detailed “dossiers” on targeted individuals, tracking their digital footprints (including the use of standard encrypted apps like Signal or VPNs), monitoring financial transactions, and mapping every single Maulana teaching in madrasas.
* Weaponizing Draconian Laws : The cell is ordered to work closely with the Special Operations Group (SOG) and prison administrations to enforce strict surveillance, explicitly building up cases to slap citizens with draconian measures like the UA(P)A and the Bharatiya Nyaya Sanhita (BNS).
This institutionalized bigotry by the Gujarat government cannot go unchallenged.
Legal experts need to immediately see this SOP for its blatant violation of fundamental constitutional rights—specifically Article 14 (Equality), Article 19 (Speech), Article 21 (Privacy), and Article 25 (Freedom of Religion). We must take this to the courts.
